When AI lives inside a PowerPoint or a pilot, ownership feels simple. The team that built it “owns” it. Because of these differences, Enterprise AI is best described as a system of shared accountability, with a single executive-level business owner making key decisions about AI, and multiple specialized teams owning various aspects of AI, including its operation, its technology and the associated risks.

Governments are moving towards this framework for accountability.

The European Union’s AI Act provides for the assignment of responsibility among multiple stakeholders in the development and deployment of AI systems and focuses on a risk-based approach to evaluating the deployment of AI systems.

The National Institute of Standards and Technology (NIST) AI Risk Management Framework (AI RMF) specifically addresses governance and accountability mechanisms and lifecycle responsibilities.

The International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) ISO/IEC 42001 encourages organizations to develop a management system for AI that inherently includes the definition of roles and responsibilities.

Finally, guidance from public sector governance (such as the United Kingdom’s “Senior Responsible Owner” concept) consistently reinforces a basic principle: identify the accountable owner, and then build the governance structure around them.

This article describes a practical model for governing Enterprise AI that will help answer three key questions:

  1. Who is accountable when AI causes damage or loss?
  2. Who can authorize, stop or pause AI in production?
  3. Who has the decision-making authority when there is conflict between business speed and risk controls?

Why “Ownership” Becomes so Difficult the Moment AI Leaves the Pilot Phase and Enters into Production

When AI is in the pilot phase, it is generally providing “advice” (a chatbot drafting a message, a model predicting something, a copilot suggesting something).
However, when AI is put into production, it becomes behavior within a workflow (it approves a refund, routes a customer complaint, flags a transaction, changes a customer’s credit limit, etc.).
Therefore, the issue is no longer simply “who created the model?” — it is now:

  • Who gave permission for the AI to take action?
  • Who owns the business outcome?
  • Who manages the risk?
  • Who demonstrates compliance and oversight?

That is why modern governance structures focus on lifecycle accountability, rather than simply the quality of the model building.

Governance by multiple owners means:

  • Technical teams own the quality and reliability of the model, monitoring of the model, and the safety of changing the model;
  • Teams focused on risk, security, privacy, and compliance own the controls and assurances that are independent of each other;
  • Legal and procurement teams own the responsibilities related to third-party vendors and contractual limitations;
  • Operations teams own the production readiness of the AI, the response to incidents, and the rollback of the AI.

This is consistent with the ways governments and industry standard-setting bodies have begun to describe the responsibilities of multiple actors in deploying AI in real-world environments.

The three levels of “ownership” you must establish

Many organizations fail because they consider ownership to be a single term. There are actually three distinct types of ownership:

  1. Accountability (Who is accountable?)
    The individual who is ultimately accountable when AI causes identifiable effects (positive or negative) such as financial, operational, legal, or reputational effects.
  2. Responsibility (Who does the work?)

You can call it whatever you want — Business Owner, Executive Sponsor, or Senior Responsible Owner.

This role must be explicitly accountable for:
• delivering value;
• accepting risk;
• influencing user behavior;
• authorizing escalations;
• finding a way to continue operation when things don’t go right.

Government guidance on public sector governance clearly outlines this pattern: a senior accountable owner is responsible for ensuring that the governance and assurance for the organization is effective and proportional.

Example:
If an AI-based claims triage system improperly denies or delays valid claims, the Business Owner is accountable for the harm caused to customers, not the data scientist.
Decision rights of the owner:
• Launch the production use case
• Decide whether the AI can act, or if it can only provide advice
• Decide the acceptable amount of risk
• Classify the incident severity for the business impact

B) Product Ownership: AI Product Owner (Use Case Owner)

This is the mini-CEO of a particular AI capability.
Product Owner owns:
• user journey;
• Acceptance Criteria;
• Measurable Outcomes;
• Human-in-the-loop Design;
• Escalation Rules;
• Training/Feedback Loops from Operations.

Example:
An AI-based customer support summarization capability saves time for customers. The AI Product Owner owns:
• definition of what constitutes a good summary
• definition of when it is acceptable to automatically file notes
• definition of when a human must review
• definition of what cannot be tolerated as an error

C) Platform Ownership: Enterprise AI Platform Owner (Runtime Owner)

The platform owner is responsible for the “Factory + Freeway” that runs many AI products:
Model Gateways
• Prompt/Config Management
• RETRIEVAL Pipelines
• Logging/Audit Trails
• Monitoring/Drift Detection
• Cost Controls
• Release Pipelines

Because Enterprise AI is rarely one model — it is a collection of models, tools and workflows. Therefore, the platform owner becomes critical in supporting the deployment of those workflows.

Decision rights of the owner:
• enforces platform-wide guardrails (logging, evaluation, access control);
• prevents the deployment of any changes that fail to meet the minimum checkpoints;
• standardizes the incident response and rollback mechanisms for the platform

D) Technical Ownership: Model Owner

The Model Owner is responsible for the “brain” quality and integrity:
Performance;
• Robustness;
• Safe Behaviors;
• Evaluation Strategy;
• Drift Response.

It is important to note that the Model Owner should be a separate role from the Business Owner.
